Article 1 (Purpose)
These Terms and Conditions aim to stipulate the rights, duties, and responsibilities of users in using the services provided by the Seoul Metropolitan Branch of the Korea Federation of Seoul Branch Associations (hereinafter referred to as the Seoul Metropolitan Branch).
Article 2 (Definitions)
① User: A user is an applicant who accesses the Website and receives services provided by the Seoul Metropolitan Branch in accordance with these Terms.

② Applicant: An applicant is a person who has registered for training for academy establishment and operation by providing personal information to the Seoul Metropolitan Branch, continuously receives services from the Seoul Metropolitan Branch, and is able to use the services provided by the Seoul Metropolitan Branch.

③ Training Application: A training application means that a user applies for training in accordance with separate criteria and procedures established by the Seoul Metropolitan Branch to use the online services provided by the branch.

Article 3 (Specification and Amendment of Terms)
① The Seoul Metropolitan Branch shall post the contents of these Terms, the business name, office location, name of the representative, business registration number, and contact information (phone, fax, email address, etc.) on the academy establishment and operation website so that users can access them.

② The Seoul Metropolitan Branch may amend these Terms of Use within the scope that does not violate relevant laws, including the Act on Consumer Protection, the Framework Act on Electronic Commerce, the Act on Electronic Signatures, the Act on Promotion of Information and Communications Network Utilization, the Act on Door-to-Door Sales, and the Consumer Protection Act.

③ When the Seoul Metropolitan Branch revises these terms, it shall specify the effective date and reasons for the revision and notify the academy establishment and operation entities on the initial screen, together with the current terms, from at least 7 days before the effective date until the day before the effective date.

④ If the Seoul Metropolitan Branch revises these terms, the revised terms shall apply only to contracts concluded after the effective date, and the previous terms shall apply as they are to contracts concluded prior to that date. However, if a user who has already entered into a contract sends a notice indicating their intention to be subject to the revised terms to the Seoul Metropolitan Branch within the notice period specified in paragraph 3 and obtains the Seoul Metropolitan Branch`s consent, the revised terms shall apply.

⑤ The User may express an intention to refuse the amended Terms within 15 days after the notice is given, and if the User expresses such an intention, the Seoul Metropolitan Branch may terminate the contract with the User. If the `User` does not express refusal within 15 days after the revised terms are announced, they are deemed to have agreed to the revised terms.

⑥ Matters not specified in these Terms and the interpretation of these Terms shall follow the Government`s Electronic Commerce Consumer Protection Guidelines, relevant laws, or customary practice.

Article 4 (Provision and Modification of Services)
1. The Seoul Metropolitan Branch shall perform the following duties.

1. Provision of Information on Online Training Services for Academy Establishers and Operators
2. Other tasks prescribed by the Seoul Metropolitan Branch

② The Seoul Metropolitan Branch may change the content of services to be provided under future contracts in the case of changes to the services provided or technical specifications. In this case, the d content and provision date of the service shall be specified, and the notice shall be given to the place where the current content of goods and services is posted starting from 7 days prior to the provision date.

③ If the Seoul Metropolitan Branch changes the content of the service under a contract with a user for internal reasons, the Seoul Metropolitan Branch shall compensate the user for any damages incurred as a result. However, this does not apply if there is no intentional or negligent fault on the part of the Seoul Metropolitan Branch.

Article 5 (Suspension of Service)
① The Seoul Metropolitan Branch may temporarily suspend service provision in the event of maintenance, replacement, malfunction, or communication disruption of computer or other information and communication equipment.

② In the event of a suspension of service under paragraph 1, the Seoul Metropolitan Branch shall notify the user in accordance with the method prescribed in Article 8.

③ The Seoul Metropolitan Branch shall compensate users or third parties for damages caused by the temporary suspension of service provision under paragraph 1. However, this does not apply if there is no intentional or negligent fault on the part of the Seoul Metropolitan Branch.

Article 6 (Application for Training)
① The user applies for training by expressing consent to these Terms and filling out the application information according to the form prescribed by the Seoul Metropolitan Branch.

② The Seoul Metropolitan Branch shall register the online application of users who have applied for membership as described in paragraph 1, provided that they do not fall under any of the following categories.

1. If there is any false information, omission, or error in the registration details
2. When it is judged that registering as a user would cause significant technical disruption to the Seoul Metropolitan Branch

③ The date of formation of the application contract shall be the time when the Seoul Metropolitan Branch`s consent reaches the user.

④ If there are any changes to the registration details pursuant to Article 15, paragraph 1, the user must promptly notify the Seoul Metropolitan Branch by email or other means.

Article 7 (Application Cancellation and Loss of Eligibility, etc.)
① Users may request a cancellation of their application to the Seoul Metropolitan Branch at any time, and the Seoul Metropolitan Branch will process the cancellation immediately.

② The Seoul Metropolitan Branch may restrict or suspend a user`s eligibility if the user falls under any of the following reasons.

1. If false information was provided during the application process
2. When threatening the order of electronic transactions by obstructing the use of another person`s Seoul Metropolitan Branch or stealing their information
3. When the Seoul Metropolitan Branch engages in acts prohibited by law or these terms or contrary to public order and morals

③ If the same act is repeated two or more times or the reasons are not corrected within 30 days after the Seoul Metropolitan Branch has restricted or suspended the user`s eligibility, the Seoul Metropolitan Branch may revoke the user`s eligibility.

④ If the Seoul Metropolitan Branch disqualifies a user, the application registration shall be canceled. In this case, the user will be notified and given an opportunity to provide an explanation before the application registration is canceled.

Article 8 (Notice to Users)
① When notifying users, the Seoul Metropolitan Branch may use the email address and SMS address provided by the user.

② In the case of notifying an unspecified number of users, the Seoul Metropolitan Branch may post the notice on its bulletin board for one week or longer as a substitute for individual notification.

Article 9 (Application for Training)
① Users may apply for online training by filling out and submitting a training application form designated by the Seoul Metropolitan Branch.

② The Seoul Metropolitan Branch will approve course registration as long as the following conditions are not met.

1. If there is any false information, omission, or error in the application details
2. If it is judged that accepting the course application would significantly hinder the technical capabilities of the Seoul Metropolitan Branch

Article 10 (Course Registration Changes and Cancellations)
① The Seoul Metropolitan Branch shall promptly process any user requests for changes or cancellations to course registration before course approval.

Article 11 (Course Enrollment Approval)
① You can start learning through the designated management system once your enrollment is approved.

Article 12 (Protection of Personal Information)
① The Seoul Metropolitan Branch collects only the minimum information necessary to fulfill the purchase contract when gathering user information. The following are mandatory all other items are optional.

1. Name
2. Academy name
3. Position (Director, Lecturer, Staff)
2. Academy address (domestic residents only)
3. Mobile phone number
4. Desired ID
5. Password
6. Email address

② The Seoul Metropolitan Branch shall obtain the user`s consent whenever collecting personally identifiable personal information.

③ The provided personal information shall not be used for purposes other than those agreed upon by the user or provided to third parties, and the Seoul Metropolitan Branch shall bear full responsibility for this. However, the following cases are exceptions.

1. When providing service partners with the minimum user information required for academic management (name, email address)
2. When provided in a form that does not identify specific individuals for the purpose of statistical compilation, academic research, or market research

④ When user consent is required under Paragraphs 2 and 3, the Seoul Metropolitan Branch must, in advance, disclose or notify the identity of the person responsible for personal information management (affiliation, name, phone number, and other contact details), the purpose of collecting and using the information, and the details of providing information to third parties (recipients, purpose of provision, and content of information to be provided), as stipulated in Article 16, Paragraph 3 of the Act on Promotion of Information and Communications Network Utilization. Users may withdraw their consent at any time.

⑤ Users may request to view or correct their personal information held by the Seoul Metropolitan Branch at any time, and the Seoul Metropolitan Branch is obligated to take the necessary measures without delay. If a user requests correction of an error, the Seoul Metropolitan Branch will not use the personal information until the error is corrected.

⑥ The Seoul Metropolitan Branch or any third party that has received personal information shall promptly destroy the personal information once the purpose of collection or provision has been fulfilled.

Article 13 (Duties of the Seoul Metropolitan Branch)
① The Seoul Metropolitan Branch shall not engage in any acts prohibited by law or contrary to public order and morals, and shall do its utmost to provide goods and services continuously and stably in accordance with these terms.

② The Seoul Metropolitan Branch shall have a security system in place to protect users` personal information (including credit information) so that users can use internet services safely.

Article 14 (Obligations Regarding User`s ID and Password)
① Except as provided in Article 15, the responsibility for managing IDs and passwords lies with the user.

② Users must not allow any third party to use their ID and password.

③ If a user becomes aware that their ID and password have been stolen or are being used by a third party, they must immediately notify the Seoul Metropolitan Branch and comply with its instructions.

Article 15 (User Obligations)
Users must not perform the following actions.


1. Registration of false information during application or change

2. Changes to information posted by the Seoul Metropolitan Branch

3. Transmission or posting of information other than that designated by the Seoul Metropolitan Branch (such as computer programs)

4. Infringement of the copyright or other intellectual property rights of the Seoul Metropolitan Branch or other third parties

5. Acts that damage the reputation of the Seoul Metropolitan Branch or other third parties or interfere with their duties

6. Posting or disclosing obscene or violent messages, images, audio, or any information contrary to public order and morals to the Seoul Metropolitan Branch

Article 16 (Copyright Ownership and Use Restrictions)
① Copyright and all other intellectual property rights for works prepared by the Seoul Metropolitan Branch shall belong to the Seoul Metropolitan Branch.

② Users shall not use, for commercial purposes, reproduce, transmit, publish, distribute, broadcast, or otherwise use, or allow a third party to use, the information obtained through the Seoul Metropolitan Branch without the Branch`s prior consent.

Article 17 (Dispute Resolution)
1. The Seoul Metropolitan Branch shall prioritize the handling of complaints and opinions submitted by users. However, if prompt processing is difficult, we will immediately notify the user of the reason and the processing schedule.

② Disputes arising between the Seoul Metropolitan Branch and users may be resolved through the Electronic Transactions Dispute Mediation Committee established under Article 28 of the Framework Act on Electronic Commerce and Article 15 of its Enforcement Decree.

Article 18 (Jurisdiction and Governing Law)
① Lawsuits concerning electronic transaction disputes between the Seoul Metropolitan Branch and a user shall be filed with the competent court under the Civil Procedure Act.

② Korean law shall apply to electronic transaction lawsuits between the Seoul Metropolitan Branch and users.


* Supplementary Provisions (Effective Date) These Terms shall apply from September 1, 2020.
